Cross Compliance
Since 1. 1. 2009 is in the Czech Republic payment of agricultural subsidies Direct payments, Some support under the common market organization for wine and Selected payments Rural Development Programme (RDP) linked with the performance standards of keeping the land in good agricultural and environmental conditions, compliance with the statutory management requirements collated in three areas Environment, climate change, good agricultural and environmental condition of land, Public health, animal health and plant health and Animal welfare.
Concerned beneficiaries receiving:
Direct payments under Regulation (EU) No 1307/2013
- Single Area Payment;
- Payment for agricultural practices beneficial for the climate and the environment;
- Voluntary coupled support (starch potatoes, hops, fruit species with very high/high labour intensity, ware potatoes, vegetable species with very high/high labour intensity, sugar beet, protein crops, beef and veal - suckler calf, milk and milk products - dairy cow, sheepmeat and goatmeat - ewes or goats grazed on grassland);
- Payment under the young farmers scheme.
The annual payment under Regulation (EU) No 1305/2013
- The annual payment under points (a) and (b) of Article 21(1): agri-environmental measures, afforestation of agricultural land, conservation of production grouping of woodland as a measure of Natura 2000 in the forests, forestry-environmental measure - improving the species composition of forests;
- The annual payment under Articles 28 to 31, 33 and 34: agri-environment-climate measures, organic farming, payments to areas facing natural or other specific constraints, payment in Natura 2000 area on agricultural land, animal welfare, payments for forestry-environmental and climate services and forest protection, payments for afforestation of agricultural land.

Cross Compliance – system structure
- 20 requirements and standards (DZES 1–7, PPH 1–13),
- 6 specialised control bodies:
- The State Agricultural Intervention Fund (SAIF)
- The Central Institute for Supervising and Testing in Agriculture (CISTA)
- The Czech Environmental Inspectorate (CEI)
- The Czech Breeding Inspectorate (CBI)
- The State Veterinary Administration (SVA)
- The Czech Agriculture and Food Inspection Authority (CAFIA)
Conditions for maintaining good agricultural and environmental condition of land (GAEC) are resolved within seven standards relating to:
1. Buffer strips along watercourses
2. Irrigation systems
3. The protection of groundwater against pollution
4. Minimum soil cover
5. Minimum land management to reduce erosion
6. Maintenance soil organic matter levels, including a ban on burning stubble
7. Preservation of landscape features and measures against invasive species of plants
supervised State Agricultural Intervention Fund (SAIF) and delegated Central Institute for Supervising and Testing in Agriculture (CISTA).
Compliance with the conditions to statutory management requirements (SMR) laid down under Articles selected European regulations and directives is verified by controlled requirements (control questions):
Protection of water against pollution by nitrates from agricultural sources (SMR 1) supervised by Central Institute for Supervising and Testing in Agriculture (CISTA),
Conservation of wild birds (SMR 2) supervised by Czech Environmental Inspectorate (CEI) www.cizp.cz,
Conservation of natural habitats and of wild flora and fauna (SMR 3) supervised by Czech Environmental Inspectorate (CEI) www.cizp.cz,
General principles and requirements of food law (SMR 4) supervised by Czech Agriculture and Food Inspection Authority (CAFIA), Central Institute for Supervising and Testing in Agriculture (CISTA) and State Veterinary Administration (SVA),
Prohibition on the use in stockfarming of certain substances having a hormonal or thyrostatic action and beta-agonists (SMR 5) supervised by State Veterinary Administration (SVA),
Identification and registration of animals – pigs, bovine, ovine and caprine (SMR 6, 7, 8) supervised by Czech Breeding Inspectorate (CBI),
Rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies (SMR 9) checks Central Institute for Supervising and Testing in Agriculture (CISTA) and State Veterinary Administration (SVA),
Concerning the placing of plant protection products on the market (SMR 10) supervised by Central Institute for Supervising and Testing in Agriculture (CISTA),
Animal welfare - Minimum requirements for the protection of calves (SMR 11), Minimum standards for the protection of pigs (SMR 12) and The requirements for the protection of animals kept for farming purposes (SMR 13) supervised by State Veterinary Administration (SVA).

Legislation
Conditions and rules Cross Compliance controls are based on EU legislation:
- REGULATION (EU) No 1306/2013 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL,
- COMMISSION DELEGATED REGULATION (EU) No 640/2014,
- COMMISSION IMPLEMENTING REGULATION (EU) No 809/2014.
The national legislative provisions that include rules on Cross Compliance are:
- Act No. 252/1997 Coll., on agriculture,
- Government Regulation No. 309/2014 Coll., on designation of consequences for breach of conditionality of provision of some agricultural subsidies
- Government Regulation No. 308/2014 Coll., amending some Government Regulation in connection with the adoption of the Government Decree on determining the consequences of a breach of the Provision of certain agricultural subsidies, and Government Regulation laying down the details records of land use based on user relations,
- Government Regulation No. 307/2014 Coll., on the details of registration of land use based on user relations (LPIS).
