Phytosanitary import regulation
The goods entering The Czech Republic is classified into several levels of phytosanitary regulation:
- Prohibited plants are listed in annex VI of Regulation (EU) 2019/2072.
- Temporarily prohibited plants are listed in Regulation (EU) 2018/2019.
- Regulated goods including plants for planting, cut flowers, fruits and vegetables, cut trees and branches, seeds, wood, used machinery are listed in the annexes XI. A+ XI.B + XII of Regulation (EU) 2019/2072. Consignments of these plants and goods need to be accompanied with a phytosanitary certificate from country of origin providing phytosanitary guarantees.
- wood packaging material - this part of consignments must be treated before loading in country of origin in accordance with international standard ISPM 12 and no additional documentary is relevant to substitute it
- unregulated goods of plant origin as nuts, grains, dried fruits, deep-frozen vegetables, processed parts of plants, foodstuffs need not any phytosanitary guarantees/documents; unregulated are fresh bananas, coconuts, dates, durians and pineapples too.
Regulated goods must comply with these phytosanitary requirements:
- to be free from Union quarantine pests listed in annex II of Regulation (EU) 2019/2072.
- specific requirements on health status are listed in annex VII of Regulation (EU) 2019/2072.
- plant health status in country of origin has to be based on International communication – see Commission websites.
- emergency measures
plants for planting must comply with these requirements:
- general requirements on regulated articles - see above
- free from regulated nonquarantine pests listed in annex IV of Regulation (EU) 2019/2072.
- additional specific requirements for on regulated nonquarantine pests listed in annex V of Regulation (EU) 2019/2072.
- specific requirements listed for evaluated former high-risk plants listed in Regulation (EU) 2020/1213
If the consignment enters the EU via Czech Republic but the goods is destined in another member state of EU, it must comply with specific regulation taken for protected zones too:
- Prohibited plants for protected zones are listed in annex IX of Regulation (EU) 2019/2072.
- specific requirements on health status are listed in annex X of Regulation (EU) 2019/2072.
Personal luggage and postal private parcels
the prohibitions and regulation apply to any goods for natural person too. Phytosanitary certificate from country of origin is required for any regulated goods regardless of quantity or size.
