Plans for the first planning cycle
The first River Basin Management Plans (RBMPs) for years 2009–2015 were drafted between 2004 and 2009 and were approved on 22.12.2009. The implementation of the programmes of measures for achieving the environmental objectives was scheduled to be completed by 22.12.2012.
The following RBMPs were in force during the the first planning period:

The Plan of Main River Basins of the Czech Republic was a strategic document reflecting planning in the field of water which is based on Directive No 2000/60/EC, other relevant European legislation and international agreements, conventions and obligations of the Czech Republic in the field of water. The plan represented long term concept and strategy in water protection and use and in flood and drought protection. It set general objectives of the national policy for harmonizing the following public interests:

protection of water as a component of the environment,

flood protection and protection against other detrimental effects of water,

sustainable use of water resources and water management to cover the requirements for water services especially for the purpose of drinking water supply.

8 River Basin District Management Plans (Upper and Middle Elbe Basin District, Upper Vltava Basin District, Berounka Basin District, Lower Vltava Basin District, Ohře and Lower Elbe Basin District, Upper Oder Basin District, Morava Basin District, and Dyje Basin District) were conceptual documents, which summarized information about status of water bodies and set environmental goals aimed to achieve the good status, prevention of deprivation of aquatic environment, support for sustainable water use and prevention of extreme discharge (floods or droughts) and provide measures to achieve the goals by 2015. The Plans were approved by relevant regional councils by the end of 2009.

The Plans for National parts of International River Basins of Elbe River, Oder River and Danube River were produced in accordance with the government provision no. 562 of 23. May 2007 to the Plan of Main River Basins of the Czech Republic and were based on the river basin district management plans. The plans were published in accordance with the article 13.6 of the WFD and their copies were submitted to the European Commission. The River Basin Management Plans for Elbe, Oder and Danube were produced by the International Commision for the Protection of the Elbe River (ICEPER), International Commmission for the Protection of the Odra River against pollution (ICPO) and International Commision for the Protection of the Danube River (ICPDR). The Czech Republic actively cooperated on the Plans preparation in all three commission.
